Becoming a Marriage Celebrant
Code of Practice - Regulation 37L

This course is the mandatory qualification for appointment as a marriage celebrant.

The qualification Certificate IV in Celebrancy is recognised by the Federal Attorney-General’s Department, and is a pre-requisite to applying to become an authorised marriage celebrant.

Other criteria include that you be deemed a “fit and proper person”, and that you are not in a business where there could be seen to be a conflict of interest with your celebrancy services.

Satisfactory completion of this qualification not only satisfies one of the criteria required for authorisation as a marriage celebrant, it gives a comprehensive basis on which to build a successful celebrancy enterprise.

 Units of Competency

A student wishing to gain a qualification in Certificate IV in Celebrancy, must complete the following 5 compulsory units:

CHCADMIN305D                Work within the administration protocols of the organization

CHCCEL401A                       Work effectively in a celebrancy role

CHCCEL406A                       Identify and address client needs in a celebrancy role

CHCCOM403A                     Use targeted communication skills to build relationships

CHCCS400A                         Work within a relevant legal and ethical framework

 

A student wishing to seek registration as a marriage celebrant must complete the following 4 compulsory units of competency, plus the 5 core units in Celebrancy, plus 4 elective units.  

CHCCEL402A                       Establish and maintain knowledge of legal responsibilities of a marriage celebrant

CHCCEL403A                       Develop an effective relationship with a marrying couple

CHCCEL404A                       Plan a marriage ceremony in line with legal requirements

CHCCEL405A                       Conduct and review a marriage ceremony in line with legal requirements

Duration of course               Up to 12 months to complete          

Assignments to be returned by mail or email, with role plays to be conducted in a face-to-face session, or filmed and transposed onto a DVD or video tape.   If completing all 13 units, Certificate IV in Celebrancy will be awarded within 10 days of completion of the course. If completing individual units of competency, a Statement of Attainment for each unit will be issued within 10 days of completion of the unit of competency.

Units of competency are available as stand-alone units, with varying costs per unit.

Those completing the course by correspondence are designated a tutor to assist the student if and when required. This may be by telephone or email.

Among the criteria for appointment is that the applicant be deemed to be a "fit and proper person" and appointment as a civil marriage celebrant is dependant upon satisfying all the requirements set by the Federal Attorney-General's Department.

Important information to consider before enrolling in the Marriage Celebrant training course.

The staff of the Marriage Celebrant’s Section of the Federal Attorney- General ’s Department make the decision as to whether a person passes the “fit and proper person” test. * (fit and proper person test is shown at the end of this section)

Once an aspiring celebrant completes an approved training course or assessment, there will be an additional requirement to demonstrate to the Registrar of Marriage Celebrants that the “fit and proper person” criteria set out in the Marriage Amendment Act 2003 have been met.

The requirements of the “fit and proper person” test are as follows.

* Fit and Proper Person Test

  • whether you have a sufficient knowledge of the law relating to the solemnization of marriages by marriage celebrants;
  • whether you are committed to advising couples of the availability of relationship support services;
  • whether you have been convicted of an offence punishable by imprisonment for one year or longer, against the law of the Commonwealth;
  • whether you have an actual or potential conflict of interest between your practice, or proposed practice, as a marriage celebrant and your business interests or interests such as employment or hobbies;
  • whether your registration as a marriage celebrant would be likely to result in your gaining a benefit in respect of another business you own, control or carry out;
  • whether you will fulfil your obligations as a marriage celebrant; and
  • any other matter the Registrar considers relevant to whether you are a fit and proper person to be a marriage celebrant.

All course materials are included in both methods of study.
Inclusions are: 

  • the Marriage Act 1961 and the Marriage Regulations 1963,
  • the 'Explanatory Material on the Marriage Act 1961 for Marriage Celebrants',
  • the DVD titled 'When Words are Not Enough:  Some Legal Obligations of a Marriage Celebrant' 2008 produced by The Production Hub Canberra for the Attorney-General's Department,
  • information on the Marriage Celebrants Program at www.ag.gov.au/celebrants, and
  • Sample copies of the following forms and certificates specified in the Marriage Regulations 1963 for use in the conduct of marriages and fulfilment of obligations under the Marriage Celebrants Program (Forms 1, 2, 3, 4, 7, 12A, 12B, 12D, 13,14, 14A, 15, 16,24 and Schedules 1A and 1B).

Students choosing the correspondence method of study are required to film a mock interview with clients and a mock wedding ceremony which includes all the legalities required. All information is included in the course material.

Assessment Procedure

Students studying by Distance Education (correspondence) will forward their assessment tasks to Academic & Vocational Training Pty Ltd.
The mock wedding ceremony must be filmed on a video camera, and either transferred onto a DVD or standard video tape. 

On satisfactory completion of all assignment tasks, your tutor will arrange to conduct a "mock" client interview, to determine your knowledge of the legalities required to enable a marriage to take place. Your tutor will role-play a prospective bride/groom who will ask questions regarding the legalities required.
